Decimal hours are minutes divided by 60, shown with two, three or four decimal places and rounded half-up.
Converting back multiplies the decimal part by 60 and rounds to the nearest minute. That is why 7:30 is 7.50 hours, not 7.30: 0.30 hours is only 18 minutes.

Decimal hours count fractions of an hour. 0.30 hours is 18 minutes, so 7.30 hours is 7h 18m, and 7h 30m is 7.50 hours.

Hours in hundredths, such as 7.50, are common on time sheets. Choose 2, 3 or 4 places to match the system you use, and check that system's own rounding rules.
